Memorandum of Understanding of the implementation of Bulgaria - Turkey IPA Cross-Border Programme signed by the Minister of Regional Development and Public Works Rosen Plevneliev and the Secretary General for European Union Affairs of Turkey H. Ex. Ambassador Volkan Bozkır.
The budget of the program for the 2007 - 2011 period is 21,748,998 euro (18,486,648 euro - EU contribution and 3,262,350 euro - national contribution from Bulgaria and Turkey). The programme will finance  projects  in three Bulgarian districts (Bourgas, Yambol and Haskovo) and two provinces in Turkey (Edirne and Kirklareli).
Priority axes of the program are Sustainable Social and Economic Development and Improvement the Quality of Life.

Singed Memorandum of Understanding by minister Plevneliev and ambassador Bozkir sets ups the rules for the implementation and financial management, as well as defines the bodies related to the management and control of the programme and allocates the their responsibilities.
Bulgaria - Turkey CBC Programme has been approved by the European Commission on 20 December 2007 and is funded by the European Union and the state budgets by both partnering countries.
